Mukakamali Joyce
PDO
Joyce Mukakamali is a strategic legal practitioner and institutional leader with more than ten years of experience across legal aid delivery, professional regulation, and organizational governance. As Professional Development Officer at the Rwanda Bar Association, she plays a central role in strengthening professional standards, coordinating legal aid and pro bono services, and advancing continuous legal education for advocates.
Her professional background spans senior legal roles within national civil society organizations, including the Legal Aid Forum, where she coordinated legal services in refugee settings and worked closely with the judiciary, government institutions, and humanitarian actors. Joyce has led programs addressing gender-based violence, child justice, refugee rights, and community legal empowerment.
She holds a Bachelor of Laws and a Diploma in Legal Practice, complemented by specialized training in human rights, refugee protection, and international accountability mechanisms. Joyce brings a strong commitment to access to justice, ethical legal practice, and institutional development within the legal profession.

Sezikeye Jean Paul
ICT and Communication
Sezikeye Jean Paul is an experienced IT professional with over 13 years of hands-on expertise in digital transformation and information systems development. He hold a masters degree in Information systems from the University of Rwanda. He is an ITIL® 4 Foundation–certified professional with strong competencies in systems analysis, business modeling, project management, and the design and implementation of e-services infrastructure. Throughout his career, he has supported organizations in translating business needs into reliable, scalable digital solutions that enhance operational efficiency and service delivery.
He has played a key role in several major national digitalization initiatives, including the Integrated Electronic Case Management System (IECMS), the Rwanda Bar Association Management Information System (RBA MIS), and the Medical Insurance Management Information System. His responsibilities included developing system requirement specifications, preparing business cases, coordinating system testing, and collaborating closely with multidisciplinary teams across the Justice Sector and other public institutions. These contributions have significantly improved access to justice through online case filing, real-time feedback mechanisms, and streamlined management of legal, administrative, and member-related services.
Known as a proactive problem-solver, Sezikeye brings strong communication, teamwork, and leadership skills to every assignment. He is self-motivated, adaptable, and effective at managing multiple projects under pressure while maintaining high standards of systems quality assurance and infrastructure management. His broad technical background enables him to deliver innovative, secure, and sustainable digital solutions that drive organizational success.

MWIZERWA Phillippe
Legal aid referral Officer
Mr. Philippe is a reflective and dynamic young legal professional who is results-oriented and passionate about Alternative Dispute Resolution (ADR). He enjoys working with diverse teams and has a strong ability to manage multiple tasks efficiently within a short period of time.
In 2023, Philippe obtained a Bachelor of Laws (LL.B) degree from the University of Rwanda.
Philippe began his legal career at the Supreme Court of Rwanda, where he served as an intern in the Office of the Chief Justice from 2023 to 2024. He later joined Kigali Commercial Attorneys (a law firm) and also worked in the Office of the Registrar General at the Rwanda Development Board.
Philippe is currently working at the Rwanda Bar Association as a Legal Aid Referral Officer, where he coordinates day-to-day legal aid (pro bono) services. He is proficient in Microsoft Office Suite, Integrated Electronic Case Management System (IECMS), and Ganubutabera system.
Philippe is a native speaker of Kinyarwanda and has an excellent command of English.
