Adv. NKUNDABARASHI Moïse
President of Rwanda Bar
Adv. Moise NKUNDABARASHI is an Advocate of the High court of Rwanda. He holds an LLB from the National University of Rwanda and a post graduate diploma in legal practice from the Institute of Legal Practice and development.
Right after his legal education, He was called to the Bar in 2010 after 4 years of practice, he made it to the Partnership at Trust law chambers. Since 2014, he heads the Litigation and Dispute resolution department practice at TLC. From 2014 to 2016 he served as a council member at the East Africa Law Society.
From 2015 He served as a council member the secretary of the council of the Rwanda
Bar Association. From November 2021 to date he serves as the President of Rwanda
Bar Association and seats at Rwanda Judicial High council, National Public Prosecution Authority high council and East Africa Law society council.
He is also the current president of Great Lakes Bar (ABGL) a regional bar that brings together Burundi Bar Association, Goma Bar Association and Bukavu Bar Association. He is ranked by Chambers and Partners as a well-regarded litigator. He is on record to be among the young President of the Bar in the region.

Council Member
Alice Umulisa Kayigamba is the Founder and Managing Partner of Probity Partners East Africa, where she leads the Litigation and Legal Advisory Unit. She holds a Bachelor of Laws (LLB) from the Independent University of Kigali (ULK) and a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (ILPD). She is also a certified Mediator and a Private Notary.
A Senior Member of the Rwanda Bar Association with over fifteen (15) years of active legal practice, she serves on the Council of the Bar. Her experience covers litigation, mediation, criminal justice, and commercial law, including advisory work with the Criminal Investigation Department of the Rwanda National Police. She also advises local and international clients on corporate governance, regulatory compliance, and dispute resolution, and supports pro bono legal services through Rwanda Bar Association initiatives.
Adv. Joelle B. KABAGAMBE
Council Member
Is a practicing lawyer in Rwanda Bar Association since 2010; and serves as a mentor for the African Women’s Network for Access to Justice. She joined Rwanda Bridges to Justice as the Defender Resource Center’s permanent lawyer in 2018 and has become Deputy Director since 2019 to date.

Currently, she manages a taskforce of 160 lawyers as well as a Justice Hub app, focusing on criminal cases. Advocate Joëlle holds a master’s degree in international criminal law and a bachelor’s degree in law.
In 2015, she obtained another diploma from the Institute of Legal Practice and Development in Rwanda (ILPD).
She speaks English, Kinyarwanda, Swahili and has excellent command of French. She is passionate about labor, Commercial, Civil and criminal cases. Furthermore, she is a private notary since 2018.
Advocate Joëlle She serves on the administrative Board of the French International Bar Association and is a member of the Fédération des Associations et Union des Jeunes Avocats as well as the East Africa Law Society.

Adv. Delphine KUKAKARANGWA

Delphine KUKAKARANGWA is a principled and results-oriented professional guided by a strong ethical code of conduct. Known for her diligence, excellent interpersonal relations, and effective communication skills, she works well both independently and as a team player. She is fluent in French and has a good command of English.
She holds a Bachelor’s degree in Law from the Independent Institute of Adventist of Kigali (UNILAK), now the University of Lay Adventist of Kigali, obtained in 2009. She has accumulated nearly 13 years of experience in legal practice and human rights protection, alongside 7 years of involvement in sports activities. Her broad professional background enables her to competently manage diverse responsibilities within her field.
She believes in working harmoniously with others through teamwork, initiative, intelligence, and sound judgment.
Since 31st January 2025 MUKAKARANGWA was elected as member of the Governing Council of the Rwanda Bar association.
